Keynote Lecture: Specification, Procurement, Quality Control and Certification of Bottom-Feed Stone Columns
The paper presents recommendations for specification, technical assistance to procurement, quality control and certification of ground improvement works. Roles and responsibilities of the various parties may vary from case to case, depending on the specific requirements of each project, and must be clarified at an early stage. The key question is to what extent it is appropriate and beneficial to transfer responsibility for design and certification of performance of the completed works to the specialist contractor performing the works, especially when the design is governed by exceptional conditions (such as mitigation of seismic liquefaction hazard) which may not materialize in practice except well after works completion. These subjects are discussed with special reference to stone columns installed by the dry, bottom-feed method, drawing on the Authorís experience.
